SUPPLEMENTARY REGULATION

I. ORGANIZATION
Organizer:-Executive Committee of E.M.S.A
National Authority: - Ethiopian Motor Sport Association (E.M.S.A.)
Name of the Rally: - RIFT VALLEY RALLY 2006
This rally will be run in compliance with E.M.S.A. General Prescription for rally and these supplementary regulations
II. ELIGIBILITY
Title for which the rally counts:-
Ethiopian Rally Championship for Drivers.
Ethiopian Rally Championship for co-drivers.
III. DESCRIPTION
Total distance of the course is approximately 453 Km.
The final distance will be as per the final itinerary.
There are 9 competitive stages.
The total distance of the competitive stage is approximately 281Km.
IV. CLASSES
- Class I         up to 1300 cc
- Class II       over 1300 cc and up to 1600cc
- Class III      over 1600 cc and up to 2000cc
- Class IV       over 2000cc
V.ENTRY FEE
Entry fee is Birr Five Hundred (500.00)
Entry fees will be refunded in full:

a) - To candidates whose entry has not been accepted.
b) - In the case of the rally not taking place.

VI. RALLY PLATES AND COMPETITION NUMBERS
The organizers will provide each crew with the following, which must be affixed to their car in the following manner:
  1. One set of rally plates, with the event name to be affixed to on the front and rear hoods of the car.
  2. One set of rectangular competition numbers for the two front doors.

VII. RUNNING OF THE RALLY
START
Official time
Throughout the rally, the official time will be Ethiopian local time set and synchronized by rally HQ any car arriving late in the starting area will be subject to a pecuniary penalty (200 Birr).
Start intervals between cars at the start of all legs, all exits from regrouping halts and the start of all competitive sections will be a minimum of three minutes. These start intervals may be extended at the discretion of the steward, upon proposal by the clerk of the course.
At the end of each Competitive Section, there will be a time control.
A red STOP sign will designate this time control. The time recorded
In hours, minutes and seconds, will be used in calculating the crews penalty for that C, S.

Cars checking in at a start control of a competitive section will be checked out in the same order in which they arrived.

There will be no time allowance for punctures in any time control

Lateness allowances, as per the final itinerary, shall be from a lateness cut off point to the next. These shall constitute the maximum running time, excluding dead time, expressed in hour and minutes, between various cut off points. These lateness allowances will not be cumulative.
The lateness allowance for leaving any service park is 30 minutes. The penalties for this lateness
Shall be:

  1. 10 seconds per minute or a fraction of a minute late up to and including 10 minutes late, plus;
  2. 1 minute per minute or a fraction of s minute late for any lateness in excess of 10 minutes late up to and including a total of 30 minutes late.

The penalty for exceeding the lateness allowance is exclusion.
In calculating exclusion, the actual time late and not the penalty time (10 seconds per minute) shall apply.

The steward may, upon proposal by the clerk of the course, amend exclusion times, assign times to or to nullify any road or competitive section if conditions make this necessary.

     The clerk of the course may authorize:

  1. Alternative routes which may by pass the whole or part of competitive section.
  2. Emergency halts and/ or service assistance if conditions make this necessary.
  3. Any pre-planned alternative routes shall be published at least one week prior to start of the rally.

All competitive stages will be timed to the second.

Each competing car must carry two red reflective triangles, which in the event of the car stopping in a road section or a competitive section must be placed in a conspicuous position at least 50m behind and in front of the car.

Throughout the rally, crews must strictly observe the traffic laws of Ethiopia.
For competitive sections no competitor is allowed to cut through any fields. Any competitor found to do so would be reported to the stewards, who will impose appropriate sanctions.

Any crew retiring from the rally must report such retirement to the organizers as soon as possible. Save in case of force majeure, any crew failing to comply will be liable to a fine at the stewards’ discretion. Spinning, skidding and doughnuts are strictly prohibited in the park farme at the finish of the rally. penalties, which may go as far as exclusion, are left to the discretion of the stewards.
